Go to https://forum.doom9.org/showthread.php?p=1886086 and download libaacs/libbdplus.  Unzip it with 7-Zip and choose "extract here".  Open win64 folder and copy or cut all of the .dll files and paste them into C:\Program Files\VideoLAN\VLC

Must download and install MakeMKV.  After that there is no need to run MakeMKV.  Open VLC and play blu ray.

NOTE: I hope to update this as problems develop.
