k, now I think i have all of the public sites converted to CSS and all of those tables have been removed.  Gonna try for the admin pages now.

Edit: I think that I can add 2–5 include files to consolidate all of the changes that I have made.  The 'edit' can be set aside.  This way I can change one file and the rightside and leftside as well as the gray box where the content is displayed will also be editable and the results will be site wide.  The files that I don't want to be affected can use different include files.  

This is kind of cool, because it will make redesigning the site a cinch and much less time consuming in the future.  I need only change one file instead of 50 or so.  Admittedly, a lot of thought has gone into what I want for the layout of the site, so changes will not occur very often, but bug fixes and improvements that are site wide should be much quicker in the future after I make the transition.
