Summary: Windows 7 Tricks

Added a tip for setting the background image for folders.  I have revised the page somewhat and feel that it no longer needs to be labeled as "–– not finished".  I hope to continue to expand on the list as I learn new tricks to optimize Windows 7.  Currently there are 8 tips + 1 extra tip at the bottom.
