Could Senate version be better than House version?

As I read up more on this I am beginning to understand more and more how congress works. There is a method to their madness, but there is also a madness to it as well. The final budget reconciliation bill that includes drilling for oil in the ANWR could hit the floor by early November, say US senators, meaning next week.  It will probably be voted on soon after, if it survives that far that is.  I am almost optimistic that it will at this point.  I read up some more on the House version of the bill and while it does allow for drilling offshore for the East Coast the restrictions on drilling for Oil in ANWR are a lot stricter, while the Senate version gives the oil companies an almost free reign.  The reason that the Senate did not add off shore drilling for the rest of the East Coast US is that the Democrats would then be able to throw in a lot of procedural obstacles on any matters added to a bill that are extraneous.  All in all it sounds as if the Senate bill is a lot better than the House version.  I don't know what this means, but it was also said that any lawsuits filed pertaining to any aspect of the Senate or House version must be filed within 90 days.  I am rather surprised that I am coming to this position of supporting the Senate version above the House version.  Reference.
