over criminalization of sex offenders

This article (which I found
here originally) is truly frightening. Sex offenders can be labeled as such and be put in jail for life if they urinate in public, yell at children to be quiet, have consensual sex with someone of the same age if they are of the wrong age. It used to be that you could be labeled as a sex offender for life if you were spied upon as having oral sex with your wife.
As a consequence of ever harsher laws against "sex offenders" and since if you are ever guilty of a "sex crime" you will be guilty for life and your time will never be served even after a prison term, the population of "sex offenders" is exploding. I am curious to see where this leads simply because it is just not feasible and can't go on forever.
